
SENATE CONCURRENT RESOLUTION NO. 33

Requesting the Joint Committee on Government and Finance study
privacy issues related to records of requests for emergency
services maintained by emergency 911 centers and policies
related to retention of those records.

Whereas, Emergency 911 centers utilize greatly improved
technology which identifies and records certain personal
information of a caller requesting emergency services; and

Whereas, Emergency 911 centers have developed various policies
regarding retention of those records; and

Whereas, Individuals routinely call emergency 911 centers
regarding a variety of issues not specifically related to requests
for emergency services; and

Whereas, The Legislature needs accurate information regarding
records generated by the improved technology and the policies
governing retention of those records; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is requested to study the effect of the records generated by the
improved technology and the policies governing retention of those
records on the privacy of those individuals requesting emergency
services or contacting emergency 911 centers for other concerns;
and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2002, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
